The Bureau of Environmental Security has issued a Global Alert for the following individual: William Penn of Brier Valley, OR, USA. The subject is believed connected to environmental crimes. The BES is seeking public assistance in locating them.

Remarks
William Penn is wanted as a suspect in an on-going Carbon Laws–related investigation. The investigation concerns the destruction of the Brier Valley Wildlife Refuge by a human-caused fire on the suspect’s property adjacent to the refuge. The fire is suspected in the near extinction of an endangered species. Penn is an experienced mariner known in numerous ports in the Pacific and Arctic oceans. Penn may also have connections to petroleum smuggling in the Arctic Ocean. He may be among a number of kidnapped crew members of the oil-smuggling submarine Extinction, commanded by an ex-Russian navy officer named “Gorov” aka “Gore,” last seen departing the port of Churchill, Manitoba, Canada.
